    I see this setting in the preferences panel but nothing is said about it in the Help file. What does it do? What is the significance of using it?

    If you enable it and switch from Console Mode to another application (e.g. via cmd-tab) and switch back to Ulysses, it will still be in Console Mode. If this switch is disabled, Ulysses will be in Standard Mode if you switch back from another application.
